It also waives certain Coastal Act reviews. Executive Directive 13 introduces a public online library of pre-approved, code-compliant home designs, allowing homeowners to choose plans and fast-track permits without hiring an architect. These actions build on earlier efforts to speed up recovery, including fee waivers, AI tools, and self-certification, helping permits issue in record time—just 57 days after the fires.
